Typical lifecycle
requested/reserved → pending acknowledgement → active → partially returned → closed is distinct from an overdue condition. Extensions and transfers preserve the original assignment and record the new decision.
Accountability transition
The signed-in actor remains historical fact. A recipient becomes accountable only through the designated handoff. A transfer needs the new custodian’s acknowledgement or an authorized witnessed exception.
Stop condition
Do not close custody until the returned identity or quantity, condition, destination, and evidence match the physical handback.
