Typical lifecycle
draft → active → retired/disposed/lost applies to owned property. A Loaned Asset can instead reach returned_to_owner. Availability is derived from lifecycle plus custody, transit, maintenance, quality, reservations, and quantity facts.
Decision points
Activate only after record, identity, location, and evidence review. Retire or dispose with authority and evidence. Mark lost only after a controlled investigation, retaining prior identity and history.
Verification
At every transition, check the responsible actor, reason, condition, evidence, and resulting availability rather than relying on a status label alone.
