Plan a verifiable movement
Set the route, source/destination, carrier, receiver, cutoff, container labels, and seal/condition requirements before packing. Use a manifest that retains expected membership rather than a handwritten aggregate count alone.
Receive actual facts
Record actual quantity, individual scans where risk requires it, condition, and exceptions. Do not make an overage disappear by increasing an expected quantity, or make a shortage disappear by decrementing the source record.
Count independently
Use blind counts, recounts, and threshold approval where required. Investigate whether each variance is a timing, location, custody, condition, identification, or loss issue before posting any correction.
