Versioned budget view
Budgets are immutable versions with owner, period, currency, partner/event/category/account dimensions, exact line allocations, forecast, threshold rules, state, and effective/published time. Rows show original, revisions, transfers in/out, actual, commitments, available, forecast, variance, and threshold state.
Available is original + revisions + transfers in − transfers out − actual − commitments. Filters cover owner, period, lifecycle, event/category/account, threshold/variance, amount, and currency. Mixed currencies remain grouped.
Commands and controls
Commands cover create draft, edit lines, submit, approve/reject, publish, revise, transfer, and archive. The server validates dates, currency homogeneity, exact totals, dimension ownership, threshold definitions, source/destination transfer balance, current version, maker-checker, and closed-period constraints.
Revisions and transfers create linked history; published history is not overwritten. Actuals come from posted journal facts and commitments from valid approved obligations, not browser edits.
Recovery
On stale version, refresh and compare line changes. If actual/commitment differs, inspect contributing journal/outflow records at the same cutoff. Use a revision rather than editing a published version. Escalate cross-currency aggregation, an unbalanced transfer, or available/variance that cannot be reproduced.
